Abstract

Introduction. Modern complex economic conditions determine the urgent need to find additional sources of financing for regional and municipal authorities, to increase the profitability of financial organizations as key players in transforming markets. The profitability of regions, municipalities and other participants in economic relations that operate in the same territory can increase by activating the relationship with the third sector. In particular, one of such tools can be the mechanism of integration into the municipal management system. The purpose of the study is to methodologically substantiate and assess the possibilities of integrating non-profit organizations of territorial public self-government into the municipal management system. Methods. The paper proposes an original assessment methodology based on monitoring key integration indicators substantiated as constituent elements of the final integration index. Results. The paper substantiates an original methodology based on calculating a system of coefficients reflecting the process, functional and organizational interaction of NPOs with municipal government entities, which together made it possible to comprehensively reflect the degree of involvement of non-profit organizations in the territorial management system. The paper proves that the proposed indicators reproduce the overall picture and are focused on comprehensive interaction with the municipal management system. The paper also substantiates that the proposed tool is strategic in nature and its quantitative results are long-term and reflect the current management realities. Conclusions. Based on the proposed methodology and the analysis conducted on its basis, the introduction of new tools related to NPO management practices in the municipal management system is justified and necessary.
