Abstract

Introduction. Under conditions of uncertainty of the external environment, sustainable economic development is possible on the basis of harmonization of parameters of socio-ecological-economic system. Economic methods of regulation of socio-ecological-economic systems are mostly administrative and fiscal in nature. In the Russian Federation and the subjects of the Russian Federation (in particular, the subject of the North Caucasian Federal District - the Kabardino-Balkar Republic), these methods are not effective, because of the activities of monopolistic nature users, and have a double external effect: the costs of penalties, payments for the use of natural resources are included in the price of finished products, as a result of which there is a deterioration of the living environment of the population, and the growth of the value of products.

This necessitates the development of scientific and methodological interdisciplinary tools for assessing the socio-ecological-economic activity of the local territorial level directly related to the quality of life of the population.

Purpose. The aim of the study is to substantiate a modified model of eco-technopolis management of sustainable development, initiating the movement towards an innovative strategy of regional development from ecologically dead-end structural nature management to obtain economic growth (demand - benefit) while taking into account the environmental imperative.

Methods. The theoretical and methodological basis of the study was the works of Russian and foreign scientists on institutional theory, perception of environmental crisis, the concept of sustainable development and its management, both Russian scientists and foreign authors. In the process of research of the given problems the general scientific methods (abstraction, analysis and synthesis, comparison, statistical analysis) and private-scientific methods of research (economic and mathematical methods, graphical interpretations, tabular methods) were used.

Results. In the process of the conducted research the character of the consumer type of development of the subject (CBD) was revealed, showing the demand for differentiated socio-economic policy of the subject in connection with belonging to a certain type of development.

Conclusions. The results of the study can be used as an assessment tool and information platform in the process of forming strategies for the development of socio-ecological-economic systems that combine the goals of socio-economic progress without deterioration of the environment and life of the population of the subject
