Features and changes in inventory procedures in the context of reforming the regulatory framework for accounting

Abstract

Until 2025, Russian accounting practice lacked a directly applicable federal standard regulating inventory procedures. Existing research is fragmentary and does not comprehensively cover the evolution of regulatory framework or the conceptual transformation of inventory from a formal reconciliation to an internal control tool. The purpose of this article is to identify and systematize key changes introduced by the adoption of Federal Accounting Standard (FAS) 28/2023, and to substantiate the transition to inventory as an element of internal control. The object of the study is Russian regulatory acts (FAS 28/2023, Methodological Guidelines No. 49). The research employs systemic, comparative-legal, logical-analytical methods, as well as content analysis of regulatory texts.

Five groups of innovations are identified: changes in the legal status of the standard and conceptual apparatus; expansion of the list of objects and cases of mandatory inventory; legalization of alternative means of fixing actual availability (photo, video) and abandonment of unified forms; flexible rules for forming commissions (quorum of 80%, involvement of external experts); revision of approaches to surplus valuation (fair value or carrying amount) and analysis of shortage causes. The conceptual transformation of inventory from a periodic reconciliation into a continuous control mechanism integrated into risk management and asset management is substantiated.

FAS 28/2023 marks a paradigm shift – from formal recording of discrepancies to an analytical tool for ensuring accounting reliability and preventing abuse. Practical recommendations for updating accounting policies and internal regulations are developed. The results are useful for accountants, auditors, financial managers, and educators. Promising areas for further research include analysis of inter-standard interaction (with FAS 6/2020, 5/2023, 14/2024) and development of methodological recommendations for digital and remote inventory techniques across various industries.
