Sustainable regional forest management in statistical monitoring for achieving global development goals under national projects (A case study of the Komi Republic)

Abstract

Achieving sustainable forest management is one of the components of the 15th global Sustainable Development Goal (SDG 15). The integration of all 17 SDGs into Russian public policy is occurring through national projects, and the results should be reflected in statistics and presented in the Voluntary National Review (VNR). Regional assessment of SDG achievement is insufficiently developed. Improved statistical monitoring and regionalization of indicators for achieving sustainable forest management are required, specifically in forest-rich regions such as the Komi Republic. The challenge of enhancing completeness and transparency in the formation of an open information space for monitoring sustainable forest management is highly relevant, particularly in the context of SDG 15 and forest conservation projects. The aim of this study is to assess the representation of sustainable regional forest management in open data, using the Komi Republic as a case study (in conjunction with SDG 15 and national projects). To this end, a set of methods was employed, including content and system analysis, data comparison, and processing of empirical information. The main sources comprised official statistics, government reports, project documentation, and data from digital platforms. The results revealed that open statistical data are insufficient for a comprehensive assessment of the sustainability of forest management: the indicators inadequately reflect regional specificities, are oriented towards quantitative metrics, and insufficiently address the quality and effectiveness of processes. A more integrated approach to monitoring organization is required, namely expanding the system of indicators, strengthening the qualitative component, and developing regional analytics. This would enhance the opportunities for comparative analysis and strategic resource management in the digital economy.
